The arrangement enables Ukraine to rapidly receive U.S.-made military hardware while European countries can replenish their donated stocks. Developed in coordination with NATO Secretary-General Mark Rutte, the plan is intended to encourage more European nations to send arms to Ukraine by ensuring quick U.S. backfilling. Trump also threatened Russia with severe tariffs if progress toward peace is not made within 50 days.
