Judge Allows Revolution Wind Construction to Resume
U.S. District Judge Royce Lamberth granted a preliminary injunction blocking the Interior Department’s Bureau of Ocean Energy Management stop‑work order and allowing construction to resume on the nearly complete Revolution Wind project off Rhode Island and Connecticut. The 65‑turbine, 704 MW wind farm was about 80% finished (roughly 45 of 65 turbines installed) when BOEM halted work on Aug. 22 citing national‑security concerns; Ørsted, joint‑venture partner Skyborn Renewables and two states sued. Judge Lamberth said the developers are likely to succeed on the merits, warned of “irreparable harm,” criticized the administration’s shifting explanations as arbitrary and capricious, and enjoined enforcement of the stop‑work order while litigation and BOEM’s review continue. Developers said delays were costing roughly $2–2.3 million per day, threatening a $5–6.2 billion investment and risking loss of specialized vessels needed after December, and Ørsted said it will restart impacted construction while engaging with stakeholders toward resolution.
