They emphasized that Putin's saber-rattling is irresponsible and that Western allies should not be intimidated. The recent Ukrainian offensive into Kursk has raised doubts among Russian elites about Putin's war strategy and exposed vulnerabilities in Russian defenses. Burns and Moore also warned of the growing military cooperation between Russia, China, Iran, and North Korea, which poses a significant challenge to Western interests. Both intelligence chiefs stressed the importance of continued support for Ukraine to restore its sovereignty and the need to counteract Russian disinformation and sabotage campaigns across Europe.
