Social Security Commissioner Bisignano Named IRS CEO in Dual Role
Frank Bisignano, currently the Commissioner of the Social Security Administration (SSA), has been appointed to the newly created role of Chief Executive Officer (CEO) of the Internal Revenue Service (IRS) by Treasury Secretary Scott Bessent. In this dual capacity, Bisignano will oversee all day-to-day operations of the IRS while continuing to lead the SSA, reporting directly to Bessent, who also serves as acting commissioner of the IRS. The creation of this CEO position adds another layer to ongoing leadership changes within the IRS during President Trump's administration. Bisignano's dual roles have raised concerns about potential conflicts of interest, given the IRS and SSA's overlapping interests, particularly regarding taxpayer data access. Bisignano was confirmed as SSA Commissioner in May 2025 and brings experience from his previous roles as CEO of First Data and Fiserv. The IRS CEO position does not require Senate confirmation, and Bisignano joins other Trump administration officials who hold multiple federal responsibilities.
