UN Hosts Global Dialogue on AI Governance with 193 Countries Participating

The United Nations has increasingly focused on establishing global governance frameworks for artificial intelligence (AI) amid its rapid development and potential risks. In 2025, the UN endorsed a resolution to create the Independent Scientific Panel on AI and the Global Dialogue on AI Governance, aiming to develop safe, secure, and trustworthy AI standards through international cooperation involving governments, experts, and civil society. UN Secretary-General António Guterres emphasized AI's transformative impact and the urgent need for guardrails to prevent misuse, including military applications and misinformation. However, the United States, represented by Michael Kratsios, rejected centralized global control of AI, advocating instead for national sovereignty and responsible diffusion to foster innovation and safeguard rights. The UN's efforts complement existing initiatives by regional and international bodies, striving to build consensus on AI's ethical use, energy consumption, workforce impact, and security concerns. This marks the first time all 193 UN member states engage collectively on AI governance, reflecting shared optimism and anxiety about balancing AI's benefits and challenges globally.
