White House, Senate Republicans Preserve PEPFAR Funding Amid $9B Cuts
Senate Republicans and the White House have agreed to remove proposed $400 million cuts to the President’s Emergency Plan for AIDS Relief (PEPFAR) from a broader $9.4 billion rescissions package requested by President Donald Trump. This decision came after pushback from bipartisan lawmakers, including Senators Susan Collins and Lisa Murkowski, who highlighted PEPFAR’s significant success in saving millions of lives globally since its launch in 2003. Although the revised rescissions package still includes $1.1 billion in cuts to public broadcasting and $8.3 billion from USAID, the PEPFAR program was spared due to its widespread bipartisan support and effective track record combating HIV/AIDS, particularly in Africa and the Caribbean. White House officials, including OMB Director Russ Vought, confirmed their acceptance of a substitute amendment excluding PEPFAR cuts, aiming to secure enough Senate votes to pass the package. Despite preserving PEPFAR funding, some Senate Republicans remain concerned about the lack of clarity on other spending reductions within the package. The agreement reflects the administration’s attempt to balance fiscal priorities while maintaining support for critical global health initiatives.
