The Iranian-backed militia Kataib Hezbollah is suspected to be holding her, although they have not officially claimed responsibility. Iraqi officials have stated that they are working to secure her release with the help of Shia political leaders, but negotiations have stalled as the kidnappers reportedly do not seek ransom. Boehler emphasized the urgency of the situation as the second anniversary of Tsurkov's abduction approaches, marking a shift where the U.S. is now taking the lead in negotiations instead of Israel.
