NC Senate Approves GOP Map Targeting Don Davis
North Carolina’s GOP-controlled Senate approved a mid‑decade congressional redistricting plan and sent it to the Republican-led House. The plan, drawn to flip the 1st District long represented by Black Democrats, would make Rep. Don Davis’s reelection much harder and could shift the state’s delegation toward an estimated 11–3 GOP edge. State Republican leaders said the maps protect President Trump’s agenda and preserve Republican control of Congress; Democrats, Gov. Josh Stein, Common Cause and hundreds of protesters called the proposal partisan gerrymandering that could disenfranchise Black voters. Because the governor cannot veto redistricting in North Carolina, opponents are expected to pursue litigation alleging racial discrimination and Voting Rights Act violations. The map now faces likely House passage and subsequent court scrutiny, leaving its final outcome uncertain.
