NC Legislature Approves GOP Map Targeting Don Davis
North Carolina’s Republican-controlled legislature approved a new congressional map in party-line votes, with the House passing it 66-48, aimed at winning an additional U.S. House seat ahead of the 2026 midterms. The plan reshapes the 1st District and other eastern lines, moving Rep. Don Davis’s seat from a district Trump carried narrowly to one that would have favored Trump by roughly double digits, making his reelection much harder. Analysts say the map would likely shift the state’s delegation from 10-4 to about 11-3 Republican. Democrats, voting-rights groups and protesters contend the map dilutes Black voting power, divides communities and lacked public support, and opponents say they will pursue legal challenges alleging racial discrimination and Voting Rights Act violations. Republicans argue the plan follows legal guidelines, restores balance in eastern North Carolina and is a lawful way to strengthen GOP representation. Because state law bars the governor from vetoing redistricting, the map stands unless a court blocks it, and the move is part of a broader Republican mid‑decade redistricting effort in other states to protect the party’s narrow House majority.
