Maryland Court Sentences Victor Martinez-Hernandez Life Without Parole for Rachel Morin Murder
Victor Martinez-Hernandez, a 24-year-old undocumented immigrant from El Salvador, was sentenced to life in prison without the possibility of parole for the 2023 rape and murder of Maryland mother Rachel Morin. He received consecutive life sentences plus an additional 40 years for charges including first-degree murder, first-degree rape, third-degree sex offense, and kidnapping. Morin’s family, including her mother, siblings, and four of her children, delivered emotional impact statements during the sentencing hearing, expressing the profound pain caused by her death. Harford County State's Attorney Alison Healey stated that Martinez-Hernandez is unamenable to rehabilitation and warned the community would be in grave danger if he were released. The defendant showed little to no emotion upon hearing his sentence and plans to appeal. The case concluded a lengthy investigation that involved a 10-month manhunt and DNA evidence linking Martinez-Hernandez to the crime and prior sexual assaults.
