Shutdown Pauses Head Start Grant Renewals

The federal government shutdown has paused annual Head Start grant renewals, putting roughly 134 programs in 41 states and Puerto Rico — serving nearly 65,000 children — at risk when funding lapses around Nov. 1 and imperiling the $12.3 billion program. Federal reimbursements, including Child and Adult Care Food Program meal reimbursements, cannot be disbursed during the shutdown, immediately jeopardizing classrooms, transportation, staff pay, preschool education, health screenings and daily meals. Local providers are tapping state emergency dollars, private donations, reserve savings or lines of credit, but those stopgaps typically buy only days to weeks (some groups say they can last into December), and several centers, including in Central Texas, have already announced closures. States highlighted as especially at risk include Florida, Georgia, Missouri, Ohio, Washington, Alaska, Oklahoma, Minnesota, Massachusetts and Texas, where thousands of children and staff could be affected and parents may lose childcare that enables work and training. The uncertainty is compounded by a year of federal actions — including regional office closures, withheld funds and an HHS reinterpretation that would bar undocumented children — and ensuing legal challenges and confusion about implementation. Advocates warn longer stalemates will worsen child food security and family economic stability and note that even after Congress approves funding there will be additional delays before grants are reissued and programs can fully reopen.
