UN: Drone Campaign Forcible Transfer; Executions Alleged
The U.N. Independent International Commission of Inquiry found that coordinated Russian drone assaults across a roughly 300‑km stretch of Kherson, Dnipropetrovsk and Mykolaiv amount to the crime against humanity of forcible transfer, based on 226 interviews and hundreds of verified videos. The U.N. and reporting by multiple outlets say the campaign has killed more than 200 civilians in the three oblasts since July 2024 and created a “permanent climate of terror” that forced mass displacement; Moscow denies targeting civilians and has refused to cooperate. Separately, an investigation by exiled Russian outlet Verstka, reported by News18 and The Guardian, alleges Russian commanders executed, tortured or deliberately sent to their deaths soldiers who refused to fight, identifying 101 servicemen accused and verifying at least 150 deaths — allegations the Kremlin denies. Recent battlefield incidents include Russian strikes that damaged a Ukrainian medical facility, injuring five people including a 9‑year‑old, and Kyiv’s claim that a large Ukrainian drone strike cracked the Belgorod reservoir dam, flooding Russian forward positions and temporarily cutting off units. Together these findings and incidents have intensified international scrutiny and renewed allegations of war crimes affecting both conscripts and civilians.
