US Circulates Draft UN Resolution for Two-Year International Force to Govern Gaza
The Trump administration has circulated a draft resolution to the United Nations Security Council proposing the establishment of an International Stabilization Force (ISF) to govern and provide security in Gaza for at least two years. The ISF would operate as an enforcement force, tasked with securing Gaza's borders with Israel and Egypt, protecting civilians and humanitarian corridors, demilitarizing the Strip by dismantling military and terror infrastructure, and training a new Palestinian police force. The force would work closely with Egypt and Israel and operate under a unified command acceptable to the proposed Board of Peace, a transitional governance body meant to oversee Gaza’s security and reconstruction until the Palestinian Authority completes a reform program. The Board of Peace, potentially headed by former British Prime Minister Tony Blair, would also coordinate funding and support a technocratic Palestinian committee managing Gaza’s civil administration. Countries such as Indonesia, Azerbaijan, Egypt, and Turkey have indicated willingness to contribute troops to the mission, which aims for an initial deployment by January and a mandate possibly extending through the end of 2027. This plan represents a significant U.S.-led effort to stabilize Gaza with an international presence and governance structure until political reforms are realized.
