The UN Human Rights Monitoring Mission in Ukraine reported that Russian airstrikes targeting the country's energy infrastructure likely violate international humanitarian law, especially following nine waves of attacks from March to August 2024. These strikes have caused significant damage to power generation and transmission facilities across 20 regions, leading to widespread power outages, disrupted water and sewage services, and severe humanitarian consequences, including forced displacement of civilians. The International Energy Agency warned of potential electricity shortages as winter approaches, and Kyiv has labeled these attacks as war crimes, with the International Criminal Court issuing arrest warrants for Russian officials involved. While Ukrainian air defenses intercepted numerous drones and missiles, there were still casualties reported from the strikes. Russia defends its actions as targeting legitimate military assets, dismissing the international concerns. The humanitarian crisis is expected to worsen as many Ukrainians may be forced to leave the country due to deteriorating living conditions caused by the destruction of energy infrastructure.
