St. Paul Man Charged in Minneapolis Carjacking Crash Killing Two, Injuring Child

Troy Mike Payton, also known as Edward Tiki Arrington, is facing multiple state and federal charges after a violent crime spree in Minneapolis that ended in a deadly crash. Payton carjacked a vehicle at gunpoint, fired shots during the crime spree, and was pursued by police at high speeds before running a red light and crashing into a car carrying two 25-year-old women, Marisa Ardys Casebolt and Liberty Borg, who died at the scene. A 6-year-old boy in the vehicle was seriously injured with traumatic brain injury and broken legs.
