Spain Plans Nationwide Smoking Ban on Bar Terraces, Beaches, Stadiums

The Spanish government has approved a draft law proposing a comprehensive ban on smoking and vaping in outdoor public spaces, including bar and restaurant terraces, beaches, stadiums, bus stops, and educational facilities, aiming to protect public health and reduce tobacco-related deaths. The legislation treats electronic cigarettes, nicotine pouches, shisha pipes, and tobacco-heating devices the same as conventional cigarettes and includes prohibitions on advertising and sales of single-use e-cigarettes. Health Minister Monica Garcia emphasized that the bill is based on scientific evidence and public support, aiming to address the rising use of tobacco and vape products, especially among young people, and to cut the estimated 50,000 annual smoking-related deaths in Spain. The hospitality sector has criticized the proposals, as outdoor terraces are popular smoking areas, and the bill still requires parliamentary approval amid a fragmented political landscape. The law aligns Spain with other European countries tightening tobacco regulations, although it does not include plain packaging measures already adopted elsewhere.
