Finland Introduces Offshore Wind Power Legislation

Finland is set to begin tendering areas for offshore wind power generation in its exclusive economic zone (EEZ) by late 2025, following the approval of the Act on Offshore Wind Power in the EEZ by President Alexander Stubb on December 19, 2024. The new legislation, effective January 1, 2025, aims to clarify regulations for offshore wind projects and ensure fair and transparent rights for exploitation. Unlike previous methods where companies proposed suitable areas, the government will now select designated areas for development, enhancing the coordination of maritime activities while considering environmental impacts. Stakeholder events will occur in early 2025 to discuss selection criteria, and the Energy Authority will oversee the competitive bidding process. This initiative is part of Finland's broader Government Programme to facilitate offshore wind power development while balancing other marine uses such as fishing and transport.
