Carney Names Hydro-Quebec CEO Sabia Head Canadian Public Service
Canadian Prime Minister Mark Carney has appointed Michael Sabia, a seasoned leader with extensive public and private sector experience, as the new Clerk of the Privy Council, starting in July 2025. Sabia, currently president of Hydro-Québec and former deputy minister of finance, is tasked with advising the Prime Minister and cabinet non-partisanly and implementing the government’s ambitious agenda that includes nation-building projects, military revamping, housing initiatives, and public service cost-cutting. Carney praised Sabia’s leadership as key to positioning Canada as the strongest economy in the G7 and driving private investment to support growth. Sabia’s background includes leadership roles at Bell Canada Enterprises, Canadian National Railway, and Quebec’s major pension fund, highlighting his blend of business acumen and government expertise. The transition follows the retirement of John Hannaford, the previous Clerk, whose role was credited with aiding government transitions. Sabia expressed readiness to confront unprecedented challenges facing Canada, signaling a proactive approach to the government’s policy priorities.
