Topeka Man Arrested After 100 MPH Chase, Assaulting Officers in Jackson County

Several arrests were made in Topeka and Jackson County in early August 2025. An 18-year-old Topeka man, Avant Chambers, was arrested and charged with first-degree murder in the shooting death of Destiny Voss, marking the city's ninth homicide of the year. In Jackson County, Michael Andrew Richardson, 35, was apprehended after a high-speed chase exceeding 100 mph, during which he allegedly endangered others and faces multiple counts of assault and battery on law enforcement officers. Additionally, two separate drug-related arrests occurred: Starkesha Sabrina Palmer, 36, was taken into custody for possession of methamphetamine and other substances, while Todd A. Lohness, 59, was arrested in Shawnee County for possession of narcotics and had an outstanding felony warrant.
