British Backpacker Charged Killing Australian Man Perth E-Scooter Crash
Alicia Kemp, a 25-year-old British backpacker from Redditch, Worcestershire, has been charged with dangerous driving causing death and bodily harm under the influence of alcohol after fatally colliding with Thanh Phan, a 51-year-old father of two, while riding an e-scooter in Perth, Australia. Kemp was reportedly more than three times over the legal alcohol limit and was carrying a passenger on the e-scooter, which is against Western Australian law that requires riders to be sober, wear helmets, carry no passengers, and be over 16 years old. Thanh Phan died two days after the crash due to a brain bleed sustained in the accident. Kemp appeared via video link in Perth Magistrates' Court and was denied bail, with her case set to return to court for legal arguments in August. The maximum penalty for the charge of dangerous driving causing death in Western Australia is 20 years in prison. Following the incident, Phan's family has called for a review of e-scooter safety regulations, prompting the Western Australian government to announce a parliamentary inquiry into the safety of e-bikes and e-scooters.
