An independent review of the UK government's Prevent counter-terrorism programme found it missed multiple opportunities to intervene in the cases of Axel Rudakabana, who murdered three young girls in Southport, and Ali Harbi Ali, who assassinated MP Sir David Amess. Despite teachers referring Rudakabana to Prevent three times due to his obsession with violence, the programme rejected his case each time because he lacked a clear ideological motive. The review highlighted that too much focus was placed on ideology rather than the individual's fascination with extreme violence, recommending that Prevent adapt to better address such cases and to monitor public social media activity for future threats. Lord David Anderson KC, the independent Prevent commissioner, acknowledged improvements since the previous failures but stressed more must be done to prevent similar tragedies. The Home Secretary admitted that Prevent failed to provide the necessary support to these individuals, emphasizing the need for lessons to be learned from these shortcomings. Families of the victims hope that the public inquiry will lead to real changes to prevent future attacks.
