Vacaville Police Arrest Two in 2020 Homicide Reclassification

After more than five years, two suspects were arrested in connection with the disappearance and homicide of Luther Harris, a 37-year-old Vacaville man reported missing in 2020. Harris was last seen in the parking lot of his apartment complex on April 30, 2020, and was reported missing by his mother after he failed to contact her on Mother's Day. The case, initially investigated by the Dixon Police Department, was taken over by Vacaville Police in 2021, who conducted extensive investigations including interviews and search warrants. In December 2024, new evidence emerged leading to the reclassification of the case as a homicide in September 2025. John Lipsey, 41, was arrested on suspicion of murder, and Erika Kelsh, 33, was arrested on suspicion of being an accessory to murder; both are residents of Woodland. The investigation remains active, with authorities urging anyone with information to contact Detective Vince Santoni.
