UN Establishes Two Global AI Governance Mechanisms
China's President Xi Jinping emphasized the importance of international cooperation on artificial intelligence (AI), advocating for AI to be treated as a global public good that benefits all humanity. China is committed to integrating AI innovation with industrial development and promoting collaboration on AI governance, standards, and strategies worldwide, as highlighted during the World Smart Industry Expo 2025. Meanwhile, the United Nations has established two new mechanisms—the Independent International Scientific Panel on AI and the Global Dialogue on AI Governance—to centralize global AI governance efforts, offering evidence-based guidance and an inclusive forum for multilateral discussions. Despite these initiatives, challenges in AI governance persist, including fragmented standards across regions and organizations, which undermine public trust and innovation. Experts urge enterprises and CIOs to implement strong governance frameworks to manage risks associated with the rapid proliferation of AI agents and ensure cohesive, responsible AI deployment. A risk-informed governance approach, emphasizing risk assessment, governance structures, implementation, and global harmonization, is proposed as a necessary strategy to move beyond the current patchwork of half-measures in AI regulation.
