South Africa Implements Basic Education Laws Amendment Act
President Cyril Ramaphosa has officially enacted the Basic Education Laws Amendment (BELA) Act, which includes the contentious Sections 4 and 5, effective immediately. The Act aims to ensure equitable access to quality education for all South African children, regardless of language or circumstance. Following a three-month consultation period, Ramaphosa was advised by the Government of National Unity's clearing house to proceed with full implementation without returning to Parliament for amendments. He emphasized the necessity of adhering to constitutional principles and ensuring that no child is left behind in accessing education. The Act aligns with the Constitution's Bill of Rights, which guarantees equality in education. Ramaphosa has instructed Basic Education Minister Siviwe Gwarube to oversee the implementation process and the necessary regulations for universal Grade R access.
