Chester Charter School Workers Charged with Child Abuse

Twenty employees from Chester Community Charter School in Delaware County, Pennsylvania, have been charged with child abuse involving 26 elementary students in the school's Team Approach to Achieving Academic Success program. The investigation began in January 2025 after complaints from parents about children being afraid of 'holds' used by staff. Surveillance footage revealed abusive techniques such as pinching neck pressure points, restraints, and 'shoulder work,' where a knee is applied to the child's back. Nine staff members were directly involved in the abuse, while 11 others failed to report it, despite being mandated reporters. Many of the accused worked for Peak Performers Staffing, which failed to ensure up-to-date safety training. The school has terminated those involved, and families have chosen to keep their children enrolled.
