Pennsylvania AG Sues Western Pa. Contractor for Unfinished Projects, Seeks Restitution
The Pennsylvania Attorney General Dave Sunday has filed a lawsuit against A&S Contracting and Roofing, LLC, and its owner Stephen Spallone for allegedly violating state consumer protection laws by failing to complete home improvement projects after collecting over $56,000 in deposits. The lawsuit claims the contractor abandoned projects and used non-compliant contracts, impacting consumers across Allegheny, Beaver, Butler, and Indiana counties. Six customers filed complaints with the Bureau of Consumer Protection, reporting that the company either did no work or left projects unfinished after receiving down payments for roofing, gutter replacement, deck construction, and siding projects. The legal action seeks to ban A&S Contracting & Roofing from operating as a home improvement contractor in Pennsylvania and demands consumer restitution, including refunds and civil penalties. The Attorney General emphasized advocacy for homeowners affected by neglectful contractors and encouraged potential victims to report any related complaints. The lawsuit was filed in the Westmoreland County Court of Common Pleas, reflecting a strong stance against fraudulent business practices in the home improvement industry.
