Corruption Probe Underway at Historic Environment Scotland Amid Leadership Turmoil

Historic Environment Scotland (HES), responsible for maintaining over 300 historic sites including Edinburgh Castle, is currently under investigation for multiple allegations of corruption and misconduct. Since June 2025, Scottish government officials and Audit Scotland have been examining whistleblower reports alleging financial and procurement improprieties involving senior directors, with five separate dossiers submitted to government bodies. The organization has also faced scandals including accusations of racism, inappropriate behavior at corporate events, and disciplinary action against senior staff, with two senior managers suspended and the chief executive, Katerina Brown, returning to work after a suspension and sick leave. Auditor General Stephen Boyle announced a rare Section 22 report citing governance and financial management weaknesses, highlighting concerns over the lack of an accountable officer. HES chairman Sir Mark Jones emphasized ongoing investigations and the need for cultural review to address alleged retribution fears among staff and to restore proper leadership. The Information Commissioner's Office is also assessing potential data breach reports related to the organization.
