UK Ireland agree new framework to reform Troubles legacy investigations
The UK and Irish governments have jointly agreed on a comprehensive new framework to address the legacy of the Troubles in Northern Ireland, replacing the controversial 2023 UK Legacy Act. This framework includes fundamental reforms such as renaming and overhauling the Independent Commission for Reconciliation and Information Recovery (ICRIR) into the Legacy Commission, with strengthened independence, governance, and investigatory powers capable of leading to prosecution. The new system introduces a judge-led inquisitorial process with public hearings and meaningful participation from victims' families, while ending the immunity provisions for terrorists and ensuring fair protections for veterans. Both governments have committed to reciprocal cooperation, including new legislation in each jurisdiction and the establishment of a dedicated Legacy Unit within An Garda Síochána alongside a €25 million support fund for victims. The framework is viewed as a significant improvement over the previous act and moves closer to the Stormont House Agreement of 2014, aiming to restore trust and advance peace and reconciliation. It also offers routes to truth and accountability, with provisions to resume halted inquests and civil cases related to the Troubles.
