Public Servants Breach Code in Robodebt Scheme
A review by the Australian Public Service Commission has found that twelve current and former public servants, including ex-department heads Kathryn Campbell and Renée Leon, breached the public service code of conduct 97 times regarding the unlawful Robodebt scheme. The inquiry revealed serious failures, including a lack of response to public criticism and the creation of a culture that silenced concerns within the Department of Human Services. While Campbell faced 12 breaches and Leon 13, the commission did not substantiate claims that Campbell misled cabinet or failed to seek necessary legal advice. Sanctions were imposed on four current employees, but Campbell and Leon, having left public service, will only need to declare the findings if they apply for future positions. Commissioner Gordon de Brouwer expressed regret for the damage caused by the Robodebt scheme, which led to significant financial repayments by the government. The findings highlight the accountability of high-ranking public servants in cases of administrative failure.
