ACLU Files Lawsuit Over Jail Abuse Claims
The ACLU of Minnesota and Norton Rose Fulbright have filed a federal lawsuit against Otter Tail County Jail, alleging severe mistreatment of inmate Ramsey Kettle during his pre-trial detention in February. The lawsuit claims Kettle was kept in solitary confinement for days without food, water, or adequate medical care, while being housed in unsanitary conditions, which included his cell being covered in feces. The suit names multiple correctional officers, the jail administrator, and the sheriff as defendants, accusing them of violating Kettle's constitutional rights and intentionally punishing him by withholding basic necessities. Additionally, the ACLU reports that staff mocked Kettle during his confinement and attempted to cover up their actions. This follows a prior investigation by the Minnesota Department of Corrections that resulted in sanctions against the jail. Otter Tail County has not commented on the pending litigation.
