Russia, Myanmar Sign MOU for Dawei Port Development
Myanmar and Russia have signed a memorandum of understanding to develop a special economic zone in Dawei, focusing on the construction of a port, a coal-fired power plant, and an oil refinery. The agreement, signed by Russian Economic Development Minister Maxim Reshetnikov and Myanmar’s Minister for Investment and Foreign Economic Relations, Kan Zaw, comes as Russia strengthens its ties with Myanmar following the 2021 military coup. The Dawei project, spanning 196 square kilometers, aims to host various industrial zones and transport hubs, although the refinery's construction remains under economic review due to its complexity. Reshetnikov acknowledged the challenges of the refinery project but emphasized Myanmar's interest. This partnership marks a significant development in Russia's influence in Southeast Asia, with ongoing discussions for additional energy projects, including a gas pipeline to Yangon. The deal is seen as a strategic move for both nations amid Myanmar's ongoing internal conflicts.
