Germany Strengthens Measures Against Russian Shadow Fleet in Baltic, North Seas
Germany has implemented new measures from July 1, 2025, to combat Russia's "shadow fleet" of oil tankers operating in the Baltic Sea by requiring these vessels to have insurance coverage against oil pollution damage. This initiative aims to increase vigilance and pressure on tankers that often avoid reputable insurers and European ports to circumvent Western sanctions imposed following Russia's invasion of Ukraine. The German Foreign Ministry emphasized that verifying insurance status will enhance maritime safety, protect the Baltic Sea's ecosystem, and facilitate coordinated actions with partner countries, including potential sanctions against non-compliant vessels. German Foreign Minister Johann Wadephul stated that these efforts are part of broader European strategies to counter the shadow fleet and protect the marine environment. The measures apply specifically to tankers traveling east of the island of Fehmarn and may lead to enhanced surveillance or sanctions for vessels found in violation. This crackdown reflects Germany's commitment to enforcing sanctions and mitigating environmental risks posed by unregulated tanker operations.
