UK New Home Registrations Rise 4% Quarter, London Falls 59%
New home construction in England has declined during the first year of Labour's government, with 201,000 homes receiving their initial Energy Performance Certificate in the year to June 2025, marking an 8% decrease from the previous year. However, planning permission applications for new homes outside London rose by 49% in the first half of 2025, indicating potential future growth. Registrations for new homes across the UK increased by 4% in the second quarter of 2025 compared to both the previous quarter and the same quarter in 2024, reflecting growing developer confidence, especially in low-rise housing. Private sector registrations grew by 6%, while the rental and affordable housing sector saw a modest 1% rise, supported by a £39 billion government investment in social and affordable homes. Regional disparities persist, with Yorkshire and Humberside, the South West, and Northern Ireland seeing significant registration increases, while London experienced a dramatic 59% decline due to high building costs, stringent safety regulations, and challenges faced by housing associations. Despite these challenges, housing officials remain optimistic that easing planning constraints, improving mortgage rates, and sustained government focus will boost homebuilding in the longer term.
