London Boroughs’ Conflicting E-Bike Licenses Disrupt Cross-River Travel

Conflicting e-bike licensing policies between the London boroughs of Hounslow and Richmond have created a fragmented and confusing situation for riders, with each borough permitting different e-bike operators. Hounslow licenses Forest and Voi while banning Lime bikes, whereas Richmond allows Lime but bans the others, causing rental bikes to accumulate at river crossing points like Chiswick Bridge, as riders cannot cross borough boundaries without their bikes losing electric assistance. Comedian Dara Ó Briain criticized this as a 'Checkpoint Charlie' scenario, likening the borough borders to Cold War-era divisions, highlighting the practical difficulties riders face when bikes become heavy to pedal or are abandoned. Lime has urged councils to collaborate for a seamless travel experience, while Richard Dilks of shared transport charity CoMoUK pointed out that this patchwork regulatory approach is due to borough-level decision-making. The English Devolution and Community Empowerment Bill currently going through Parliament may transfer licensing authority to Transport for London, potentially enabling a more coherent, city-wide regulation of e-bike rentals.
