FIA Publishes Penalty Guidelines Ahead Austrian GP Welcomed by Russell

FIA president Ben Sulayem defended stewards' voluntary work, noting that they often face extreme criticism, and emphasized that publishing the guidelines demonstrates the rigor with which stewarding decisions are pursued.
