Rights groups highlight that despite a 2005 supreme court ruling outlawing this practice, violations have persisted for decades and have become particularly widespread in this war. The Israeli military blames Hamas for the high civilian death toll, while also emphasizing that coercing civilians is banned and that all such orders are routinely stressed to its forces.
