Racine Man Sues Police for Alleged Inhumane Transport Conditions

Adam Locke, a Racine man, is suing the Racine Police Department for alleged mistreatment during his transport from Froedtert Hospital to the Racine County Jail on July 14, 2023. The lawsuit claims that officers ignored Locke's repeated pleas for medical assistance and subjected him to extreme heat conditions in a police van lacking proper ventilation, leading to his loss of consciousness. Locke, who suffered multiple serious injuries from a prior car accident, was reportedly left exposed and vulnerable for hours before emergency responders were called. His attorney, B'Ivory LaMarr, argues that the actions of the officers demonstrate deliberate indifference to Locke's medical needs. Additionally, a second lawsuit has been filed against the city of Racine for allegedly withholding information and not complying with open records laws. Locke has since been diagnosed with heat exhaustion and continues to suffer from the incident both physically and emotionally.
