Ohio Lawmakers Consider Online Casino Legalization Amid Addiction Concerns
Ohio is currently debating two key bills, SB 197 and HB 298, that propose legalizing online casinos, poker, lottery, and horse betting, sparking significant public and political debate. Governor Mike DeWine has expressed caution, warning that 24/7 mobile access to gambling could lead to massive addiction risks, especially among youth, and urging lawmakers to consider public health impacts carefully. Religious leaders and mental health advocates have also voiced strong opposition, describing the legislation as morally indefensible and a threat to vulnerable populations, citing studies linking online gambling with increased addiction and suicide rates. Proponents, including operators like FanDuel, MGM, and Caesars, argue that legalizing online gambling would curb illegal offshore betting, protect consumers, and generate substantial tax revenue, with estimates ranging from $175 million annually to potentially much higher. The proposed legislation includes high licensing fees and tax rates between 28% and 40%, with some tax adjustments for different types of betting, and would expand regulatory oversight. House Speaker Matt Huffman acknowledges some expansion of internet gambling is inevitable but emphasizes ongoing negotiations and the governor's stance will shape the final legislation.
