The FBI is seeking 21-year-old Nehemiah Billie J’Len Garcia in connection with the rape of an 8-year-old girl at the YMCA Hanby Outdoor Center in Wilmington, Delaware, on June 13. Garcia allegedly lured the victim into the showers, where he held her against her will and assaulted her. Surveillance footage captured him entering the facility that night, leading to a warrant for his arrest issued on June 26 for rape and other charges. After fleeing, a federal warrant was issued for unlawful flight to avoid prosecution on July 29. Authorities have noted Garcia's ties to Philadelphia and Cape Coral, Florida, and are offering a $5,000 reward for information leading to his capture.
