Utah Gov. Cox Creates Multagency BUILD Council for Growth Coordination

Utah Governor Spencer Cox has signed an executive order establishing the BUILD Coordinating Council to address the state's rapid growth by coordinating long-term planning across multiple sectors including housing, transportation, water, energy, and environmental quality. The council, chaired by the State Planning Coordinator, will bring together senior advisors and executive directors from key state agencies as well as community partners and research institutions to create a shared vision for Utah's future. Meeting quarterly, the council aims to review demographic and economic trends, resolve planning conflicts, and leverage state investments for greater impact to maintain Utah's quality of life amid growth pressures. This initiative builds on a 2024 legislative resolution encouraging cross-sector coordination in growth-related decision-making. The council is also tasked with producing an annual report for the governor, lieutenant governor, and legislature to ensure oversight and transparency. Governor Cox emphasized that as Utah evolves, coordinated efforts are essential to sustain the exceptional quality of life residents value.
