North Dakota Man Sentenced 30 Years for Sexual Assault in Green Bay
Kelly J. Rosemore, a 43-year-old registered sex offender from North Dakota, was sentenced to 30 years in federal prison for grooming and sexually assaulting a 14-year-old girl from the Green Bay area. Rosemore met the victim online in late 2023, engaged in sexually explicit communications, and traveled to Wisconsin multiple times in 2024, where he rented hotel rooms to carry out violent assaults involving restraint and threats. After the victim reported the abuse, a coordinated investigation between Wisconsin and North Dakota law enforcement led to Rosemore's arrest and extradition. At sentencing, Senior U.S. District Judge William C. Griesbach emphasized Rosemore's prior similar conviction and the need for a lengthy prison term to ensure just punishment, deterrence, and public safety. Rosemore will serve 20 years for child enticement and 10 years for the felony sex offense, followed by lifetime supervised release. The defense had requested a lighter sentence, but the court upheld the 30-year term, underscoring the severity of Rosemore's repeated offenses.
