Texas Democrats Walk Out to Block GOP Redistricting, Risk Legislative Stalemate
More than 50 Texas Democratic lawmakers have left the state to block a Republican-led redistricting plan designed to add up to five more Republican seats in the U.S. House, a move supported by President Donald Trump. This quorum-breaking walkout, involving Democrats traveling to states like Illinois and New York, prevents the Texas House from conducting legislative business, as a quorum of 100 members is required but there are only 88 Republicans. Despite this, the strategy is viewed primarily as a temporary political protest and delay tactic, since the Republican majority could resume business once Democrats return or are compelled back, and Governor Greg Abbott can call successive special sessions indefinitely. Abbott has threatened to remove absent legislators and prosecute those receiving financial support to leave the state for felony bribery, although Democrats remain firm in their resistance. Similar quorum-breaking tactics have been used in other states such as Indiana in 2011, where they delayed legislation but ultimately did not prevent Republican legislative dominance. Beyond redistricting, the walkout also jeopardizes progress on other legislation in the special session, including a Senate-passed bill to ban hemp products containing THC, illustrating how the standoff complicates Texas’ legislative agenda.
