The Haryana government has promoted 33 IAS officers, including Chief Minister Manohar Lal Khattar's principal secretary V Umashankar, to various grades ahead of the new year. A 1993-batch officer, Umashankar has been promoted to the chief secretary's grade (level 17 in the pay matrix), while three other officers of the batch have been given proforma promotion to the same grade. The government has also given proforma promotion to two IAS officers of the 2011 batch – Vinay Pratap Singh and Vijay Kumar Siddappa Bhavikatti – to the selection grade (level 13 in the pay matrix). In other promotion news, the Punjab government on Sunday promoted five officers of the 1994 batch and three 1999-batch Indian Administrative Service officers.
