Supervisor Holly Mitchell, whose district is heavily affected, highlighted the rise in such gatherings since the pandemic and the associated safety risks. Enforcement would extend to off-street parking areas and aims to deter the live-streaming of takeovers. While supporters believe the measure will help reduce these dangerous activities, some community members emphasize their cultural significance. The motion passed an initial vote and will return for final approval after a review of the amended ordinance.
