Scotland plans early release of 800 prisoners to ease overcrowding
Scotland faces a severe prison overcrowding crisis with a near-record population of over 8,300 inmates, prompting Justice Secretary Angela Constance to announce emergency measures releasing more than 800 prisoners early to ease pressure on the system. The releases, planned in tranches from November through April, exclude sex offenders, domestic abusers, and registered sex offenders, with prison governors retaining veto power over releases deemed too risky. Despite earlier early release schemes in 2023 and 2024, which temporarily reduced numbers but saw the population rebound and some reoffending, the Scottish Government argues immediate action is necessary to ensure safety and alleviate strain on staff. Opposition parties, including the Scottish Tories and Labour, criticize the SNP's approach as a "shameful betrayal of victims" and a sign of systemic chaos, highlighting long-standing issues with the outdated and overcrowded prison estate. The SNP has pledged a new £1 billion prison replacement for Glasgow’s Barlinnie facility, due to open in 2028, but critics argue this will not sufficiently address current overcrowding. Additionally, legislation is being considered to allow earlier release of foreign prisoners for deportation, reflecting ongoing efforts to manage jail populations amid growing security and capacity concerns.
