Perth Father Dies After Drunk Tourist Hits With E-Scooter
Thanh Phan, a 51-year-old structural engineer and father of two, died after being struck by an e-scooter driven by 24-year-old UK tourist Alicia Kemp in Perth's CBD. Kemp, who had been drinking for six hours and had a blood alcohol level of 0.158, allegedly reached speeds up to 25km/h before hitting Phan, causing a fatal brain bleed. Kemp faces charges including dangerous driving occasioning death while under the influence of alcohol and has been denied bail due to being a flight risk. Phan's family, mourning his loss, have called for a review of safety regulations and governance surrounding hired e-scooters to prevent similar tragedies. Neighbors remembered Phan as a kind, hardworking man who was the sole provider for his family, which was already coping with his wife's stroke and caring for a child with high-needs autism. Transport Minister Rita Saffioti acknowledged the strict regulations on e-scooter speed and power but emphasized the need for improved compliance measures.
