Bar Owner Accuses Caban of Extortion Attempt

Shamel Kelly, a bar owner in Coney Island, has accused James Caban, brother of the recently resigned NYPD Commissioner Edward Caban, of attempting to extort $2,500 from him in exchange for police favors. Kelly reported that after seeking assistance from City Hall to address ongoing police enforcement issues at his establishment, he was introduced to Caban, who promised to mediate with the NYPD. However, upon being asked for payment, Kelly felt it was extortion and ultimately refused, leading to increased police scrutiny and the eventual closure of his bar, Juice & Moore. This incident is part of a broader federal investigation into corruption within the NYPD's nightlife unit, where lieutenants allegedly received directives to ease enforcement on bars associated with Caban. Following these allegations, a staffer from the Mayor's office involved in the introduction was fired. The investigation continues as federal agents have subpoenaed the phones of several NYPD personnel linked to the case.
