Singapore Imposes Caning, Higher Fines, Rehabilitation for Drug-Laced Vape Offenders from September
Singapore is enforcing stricter penalties from September 1, 2025, to combat the rising abuse and supply of drug-laced vapes, particularly those containing etomidate, an anaesthetic now reclassified as a Class C controlled drug under the Misuse of Drugs Act. The new laws introduce higher fines for vaping—up to S$700 for first-time adult offenders—and mandatory rehabilitation programs for repeat offenders, with potential prosecution carrying fines up to S$2,000. Suppliers of etomidate-laced vapes face up to 20 years in prison and 15 strokes of the cane, with foreigners also risking deportation and revocation of work permits. Authorities cited viral videos of erratic behavior due to these vapes and emphasized that vaping has become a gateway to serious substance abuse. Alongside etomidate, its analogues are also controlled, aiming for comprehensive enforcement amid growing concern about these substances in e-vaporisers. The government’s approach reflects strong public support for tough drug laws and a coordinated multi-ministry effort to address the evolving challenges of vaping-related drug use.
