Abbas Outlines Succession Plan for Presidency

Palestinian President Mahmoud Abbas has issued a constitutional decree establishing succession procedures for the presidency of the Palestinian Authority (PA) in the event of a vacancy. Under the decree, the Chairman of the Palestinian National Council (PNC), currently Rawhi Fattouh, will temporarily assume presidential duties for a maximum of 90 days, during which free elections must be conducted. This decision effectively excludes Hamas from any role in the upcoming transition, as the PNC is part of the Palestine Liberation Organization (PLO) and Hamas is not a member. The decree emphasizes the need for elections within this timeframe, with the possibility of a one-time extension under exceptional circumstances. The announcement comes amid ongoing tensions between Fatah and Hamas and the backdrop of conflict in Gaza. Abbas, who has not held elections since 2009, faces significant challenges as the PA struggles with civil servant salaries and potential Israeli annexation plans.
