Australia, New Zealand Plan Palestinian Recognition with Conditions at UN Assembly
Several countries, including Australia, New Zealand, France, the United Kingdom, and Canada, are preparing to formally recognize a Palestinian state at the upcoming United Nations General Assembly in September 2025, with Australia and New Zealand emphasizing conditions related to security and governance. Australia's Prime Minister Anthony Albanese announced that recognition is contingent upon commitments from the Palestinian Authority to exclude Hamas from any future government, demilitarize Gaza, and hold democratic elections, aiming to support Palestinian self-determination while ensuring security guarantees. New Zealand's Foreign Minister Winston Peters highlighted the complexity of the decision, stating that recognition depends on the establishment of a viable and legitimate Palestinian state and that the government will consult widely before making a formal decision. Both Australia and New Zealand have expressed concern about Israel's military operations in Gaza, warning that they risk violating international law and urging restraint. Israeli Prime Minister Benjamin Netanyahu strongly opposes unilateral recognition, describing Australia's decision as "shameful," and the United States shares the position that Palestinian statehood should result from direct negotiations. These developments reflect growing international efforts to address the humanitarian crisis in Gaza and advance a two-state solution amid escalating regional tensions.
