Philippines Plans to Extend Rice Import Ban, Raise Tariffs to Protect Farmers
Philippine President Ferdinand Marcos Jr. has ordered an extension of the current 60-day suspension on rice imports, originally set to last from September 1 to November 2, to protect local farmers during the harvest season and stabilize palay prices. The suspension covers regular milled rice and excludes varieties not commonly produced locally, while the government is also considering raising tariffs on imported rice, potentially reverting to the original 35 percent duties from the current 15 percent, to further support local agriculture. Agriculture Secretary Francisco Tiu Laurel emphasized that the duration of the import ban extension and tariff adjustments will depend on updated data regarding supply and farmgate prices, with a possible announcement expected by mid-October. The move responds to concerns about falling palay prices due to cheaper imported rice flooding the market, which has discouraged farmers and affected their incomes, especially during adverse weather conditions linked to La Niña. While the government aims to protect Filipino farmers, economists and consumer groups remain watchful of potential impacts on rice affordability in a country heavily reliant on rice imports. The extension and tariff hike are part of broader efforts to balance inflation control and ensure sufficient rice supply.
